Japan's DCC Launches Live Verification Phase for Tokenised JGBs and On-Chain Repo

Key points

  • Progmat's DCC, comprising 367 member organisations, has published an interim summary from its 69-organisation Tokenized Government Bonds and On-Chain Repo Working Group, established in May 2026.
  • The initiative moves from Phase 1 desk study to Phase 2 live verification, with a sandbox environment linked to the Canton Network and multiple domestic and international repo and collateral platforms.
  • New market participants beyond the original Phase 1 cohort may join on a rolling basis, with a WG kickoff targeted for November 2026 and a further interim summary planned for spring 2027.
  • Global benchmarks cited include Broadridge's USD 365 billion average daily DLT repo volume in July 2026 and DTCC's forthcoming tokenisation service covering USD 114 trillion in DTC-held assets.
  • The interim summary addresses tJGB tokenisation within Japan's existing book-entry settlement framework, setting out shared premises on methodology and institutional acceptability ahead of practical implementation.

The Digital Asset Co-Creation Consortium (DCC), a 367-member body hosted by Progmat, Inc., has published an interim summary from its Tokenized Government Bonds and On-Chain Repo Working Group (WG) and announced that the initiative is moving from desk study into a live verification phase. The WG, which has operated since May 2026 with 69 participating organisations spanning asset managers, banks, trust banks, insurers, securities firms, law firms, and industry associations, will now open a sandbox environment connected to the Canton Network and multiple repo and collateral platforms in Japan and overseas.

The interim summary codifies the WG’s analytical work on tokenised Japanese Government Bonds (tJGBs), covering expected benefits, compatibility with existing book-entry settlement infrastructure, trading practices in the repo market, and the acceptability of on-chain structures among institutional investors. The WG has set out in writing the premises and rationale that should serve as shared industry knowledge ahead of any practical implementation.

The timeline from here is specific: the WG will accept new participants on a rolling basis following the 22 October announcement, targets a kickoff in November 2026 once platform linkages are ready, and plans to publish a further interim summary in spring 2027. The global context framing the urgency includes Broadridge Financial Solutions reporting average daily distributed ledger repo processing of USD 365 billion in July 2026 with a monthly total of USD 8 trillion, and the Depository Trust and Clearing Corporation (DTCC) announcing an imminent tokenisation service covering USD 114 trillion in assets held at the Depository Trust Company (DTC).

For operators watching Japan’s tokenisation arc, the shift to live verification is the signal worth tracking. Desk study phases tend to clarify regulatory and structural questions; sandbox phases test whether those answers hold under real platform conditions. A spring 2027 interim summary will be the next meaningful data point on whether tJGB mechanics and on-chain repo workflows are converging toward production viability.
