ESMA Completes T+1 Regulatory Framework With One Year to EU Switch

Key points

  • The EU will move to T+1 settlement on 11 October 2027, with ESMA declaring the regulatory framework complete as of 16 October 2026.
  • ESMA published revised guidelines and regulatory technical standards (RTS) on standardised procedures and messaging protocols alongside the announcement.
  • Investment firms and their professional clients face an initial compliance deadline of 7 December 2026, covering new rules on allocations and confirmations.
  • From that December deadline, firms must use electronic, standardised communication channels, international messaging standards, and machine-readable methods as the default.
  • ESMA chair Verena Ross explicitly directed participants to consult the EU T+1 Industry Committee's recommendations when preparing systems and processes.

The European Union has confirmed 11 October 2027 as the go-live date for T+1 securities settlement, and the European Securities and Markets Authority (ESMA) has now published the final piece of regulatory guidance needed to support that transition. With the release of revised technical standards and guidelines on standardised procedures and messaging protocols, ESMA considers the framework complete and is shifting responsibility squarely onto market participants to ready their systems.

The most immediate deadline sits well before the settlement switch itself. From 7 December 2026, investment firms and their professional clients must comply with new requirements covering allocations and confirmations, including mandatory use of electronic, standardised communication channels, international messaging standards, and machine-readable methods except where temporary technical disruption applies. That date gives the industry roughly seven weeks from the announcement to prepare for the first compliance point.

ESMA chair Verena Ross framed the transition as a shared effort, noting that the date and roadmap are set and that the focus now falls on participants across the full trading and settlement chain to comply, test, and act on the recommendations of the EU T+1 Industry Committee. The regulator’s posture is that the policy work is done; operational readiness is now the outstanding variable.
