ECB's Lagarde signals ESM will issue tokenised debt on Pontes platform
Key points
- ECB President Lagarde told EU finance ministers on Friday that the ESM plans to issue tokenised debt on Pontes imminently, though she did not name the ESM explicitly.
- Pontes, the Eurosystem's distributed-ledger-based settlement service enabling tokenised transactions to settle in central bank money, launched last month.
- The ESM's finance chief earlier this year expressed the institution's intention to participate in Pontes as an issuer, giving Lagarde's signal a prior institutional basis.
- Lagarde did not specify whether the planned issuance will be a digital bond or a shorter-term instrument such as a bill.
- An ESM spokesperson declined to comment, leaving instrument type, volume, and timing formally unconfirmed.
European Central Bank President Christine Lagarde indicated at a meeting of EU finance ministers that the European Stability Mechanism (ESM), the euro area’s crisis fund and a regular bond and bill issuer, intends to issue in tokenised form on Pontes in the near term. She did not name the ESM explicitly, but the reference to ESM Managing Director Pierre Gramegna, who had appeared at the Eurogroup press conference the previous day, made the identification clear. An ESM spokesperson declined to comment.
Pontes is the Eurosystem’s settlement infrastructure for tokenised assets, launched last month, that allows tokenised transactions to settle in central bank money and incorporates its own distributed ledger. Lagarde described it as rails on which tokenised assets can travel in a coordinated fashion, adding that it is already operational. An ESM issuance would be among the first substantive live uses of the platform by a major supranational borrower.
The nature of the instrument remains unspecified: Lagarde did not distinguish between a digital bond and a shorter-term bill. That ambiguity matters because the ESM issues across the curve, and the structural implications for clearing, custody, and secondary market liquidity differ considerably by tenor. The earlier signal from the ESM’s finance chief, who said this year that the institution wanted to participate in Pontes as an issuer, gives the announcement some prior foundation, but the timeline and instrument type remain open questions that the market will now press both institutions to clarify.
