Anchorpoint Financial, the joint venture among Standard Chartered Bank (Hong Kong), HKT, and Animoca Brands, has pushed its HKD-pegged stablecoin HKDAP into August 2026, having already missed a phased second-quarter issuance window flagged at the time of licensing and a subsequent end-July target reported the week prior. Anchorpoint was one of the first two stablecoin issuer licensees granted by the Hong Kong Monetary Authority (HKMA) in April 2026.

The delays are purely scheduling matters: the business-to-business-to-consumer (B2B2C) distribution model and the Ethereum mainnet issuance architecture both remain intact, and the transfer test conducted with OSL Group and PantherTrade in May validated the technical design. Nothing in the announced structure has been revised.

For market participants tracking Hong Kong's regulated stablecoin regime, the successive slippages are worth calibrating against. A licensee with credible institutional backing and a completed technical test missing two consecutive windows suggests that operational or compliance readiness, rather than architecture or counterparty availability, is the variable under pressure. August remains the live target according to current reporting.
